CISLUNAR DHASANT: THE CITY OF GARGOYLES

On Vialle 20 of Withewind, DR 850, the Bellmen of Cislunar -- that group of uniformed young men and women who travel through the streets of the City ringing handbells and announcing important events and news of general interest, announce that His Eminence, the Aspect-Thaumaturge Shrike, has a proclamation to make in the name of the Dragon-Imperate Cardiel. Crowds gather and the news runs quickly through the city; the announcement is made three times a day for three days, and posters with the announcement itself are nailed to doors, tied around lampposts, and hung inside public establishments.
To the Citizenry and Guests of Cislunar-Jibrant:

The Dragon-Imperate Cardiel has proclaimed that the city of Cislunar is to become linked to the Matrix. The ritual magic required to create, hold, and fix a Matrixgate will require a full 25 hours of undisturbed work and will include tracing each street, alley, and byway within the walls of the city and its harbour.
Thus, the following strictures will apply from the dark hour, thirteen of the clock, marking the point between Sunwane 10 and 11, to the next dark hour, thirteen of the clock, marking the point between Sunwane 11 and 12; that is, for the whole of the day and night called Winter's Eve, Sunwane 11, in the year 850.
From the moment the bells ring open Winter's Eve until the moment the bells ring it closed, no individual is to leave an enclosed establishment to set foot in any part of Cislunar or its harbours that is open to sunlight or moonlight. Windows should be closed and shuttered or curtained, and fires should be lit in chimneys or they should be completely closed, as well. Doors that mark the boundary between inside and outside must be kept closed. All precautions taken on the day called Wraithwalk should be taken on this Winter's Eve.
Anyone who exposes himself or herself to dawn, day, or night -- to the open air -- will risk life, limb, and sanity, as the magic will temporarily warp the askasic patterns of the City. Members of the Tarin Tor will patrol the streets to deal with any unforseen consequences of this warp, and will in addition execute anyone who is found on the streets without the Aspect Shrike's personal permission. These precautions are being taken for your own safety, and for the safety of Cislunar itself. Questions may be referred to the templar in charge of your Ward, or to Arche Merrar the Black.
